Is luck really random?

I recently started a thought experiment about creating a reward system for people from the perspective of the creators of the world.

I put travelers at the top of the list, because who else are all these natural and cultural wonders for?

Plus, traveling helps people spread out, creating "decentralization" and reducing the risks of keeping a species too concentrated in one place.

WHAT ABOUT HISTORICAL EXAMPLES OF REWARDING TRAVELING CIVILIZATIONS?

Tribal groups in loincloths weren’t big on travel, and their elders rejected progress.

But on the flip side, empires like the British and Spanish were always "traveling," exploring new lands, and embracing all the advancements of progress.

So, who would you reward if you were one of the creators of this world? Who would you share "luck" with, and why?

Maybe also those who are constantly evolving and teaching others to do the same?
