Mr. Red is an agent, a mediator between the contractor and the contracting parties, responsible for awarding contracts on an as-needed basis, to be carried out by available mercenaries. They're the kind of people who make the best deals, lots of money for little risk, but some have tried to steal from them in the past - it was their last bad idea.
